Yes Kiren it is about abuse against women, more specifically domestic violence. You say that it is not widespread in Singapore but i'm guessing you are only looking Singaporean women/wives. How about other social groups? How about Singaporeans who are not victims but rather the perpetrators? Is there a particular group that is always been the brunt of domestic violence?
Also, providing shelter may help but it is only a short-term solution.

If it is then I feel that this is something which happenes trhoughout the world. Its not as widespread in singapore but this certainly exists.
